Slovenian Casino and Card Room Gaming

The first casino in Slovenia was built in 1913, but didn't become legal until 1965. The Gaming Act of 1995 introduced strict regulations, established a regulatory authority and laid the groundwork for licensing and taxation. Most casinos are located in tourist destinations and in areas along the Slovenian border.

Slovenia had freestanding gaming machines until 2005, when the law was changed to require all machines to be located in dedicated facilities. A company seeking to open a casino or a slot hall must obtain a concession from the Ministry of Finance Office for Gaming Supervision. More than one concession can be awarded to the same company. The Gaming Act requires that the republic awards no more than 15 concessions for casinos and 45 concessions for gaming halls. Slot halls must have a minimum of 50 and a maximum of 200 machines, all electronically connected to the Ministry of Finance.

Unlike the gaming industries in many Eastern European countries, Slovenia's sector welcomes foreign investment. Domestic companies are also free to open gaming establishments worldwide. The Department of Tourism advertises that Slovenian casinos are modeled after American casino complexes with hotels, restaurants and entertainment venues.
